Payroll Outsourcing Manager (Human Resources / Payroll, Team Lead)

GlobalExec was established in 1996 with offices in Hong Kong, Beijing, Shanghai and Guangzhou. Due to our rapid expansion, we are currently seeking high-caliber professionals to join the successful team.

  • Responsible for monitoring on a daily basis and overseeing daily activities ensuring adherence to deadlines and quality standards and adherence to procedures and regulatory requirements.
  • Formulate and revamp guidelines, standards and procedures for daily operations.
  • Monitor performance of the Payroll Team and drive for continuous improvement by setting KPI.
  • Manage a team of Payroll Staff; assists / back up for payroll related invoices processing.
  • Work with internal Account to carry out all required account process and make sure all processes are in accuracy.

This position’s preliminary job duties are as follows:-

  • Learning and working on our existing internal Payroll Process with 1 to 3 customers of headcount less than 300 for 2 to 3 months;
  • Digest and enhance the workflow of these customers’ payroll process.
  • After 2 to 3 months, teaching new Payroll Admin to take over these customers’ payroll process under your guidance and continue to enhance the process.
  • Studying other Customers’ payroll process and enhance the efficient and reduce the number of steps while meeting the accuracy as well as payroll deadline.

 Meanwhile, you will learn and do for the following objectives:-

  • Studying the Terms and Conditions of Contract between our company and customers.
  • Accessing the Risk Factor versus our Charging Rate.
  • Learning how to prepare presentation file and proposal with respect to each customer’s service request.
  • Problem solving skills with respect to dispute between Contractors and Customers.
  • Prevention of Problems from happening rather than solving the problem between the Contractors and Customers.
  • Continue to train and guide new Payroll Admin Staffs.
  • Enhance our Customer Relationships to maintain or gain additional services from our existing customers.
  • Reduce our Operation Cost by constantly enhancing internal procedures as well as work efficiency on Admin Staffs’ work. 
  • Make suggestion on increasing Headcount justification or replacement of non-qualified Admin Staffs.

Longer Term Project:-

  • By early 2023, start to kick off replacement of our existing Payroll System.
  • Conduct research on market availability of Payroll System.  Studying the Cost and Features by inviting those potential vendors to conduct Payroll System demonstration.
  • Make recommendation on which Payroll System that is suitable for our company in terms of handling the number of headcount (system capacity); flexibility to handle more than 1 customers (different cut-off pay day, different calculation on leave deduction policies such as deduction ADW calculation by working day or by calendar day etc.)
  • Cost justification on selection of Payroll System and year of return on investment, e.g One off Purchasing Price and Yearly Licensing Fee.
  • System Migration, time frame, additional internal headcount for this project need or not, parallel run, cut off date of the old system.
  • Old system data protection and retrieval of old system data etc.  Make recommendation on migrating old system data to new system or some data migration or all data migration.  What are the Pros and Cons with respect to each data migration method?
  • Work closely with IT team to setup system requirements and payroll function.  See need to engage 3rd party product for preparing report thru import and export function, such as Excel or Crystal Report or other 3rd party products?
  • Pay attention of filing of yearly IR56 with the transition of old system and new system.

  • Degree Holder is a MUST.
  • Minimum 10 years working experience in sizable Employment Agency or Payroll Outsourcing Company of which at least 5 years in Payroll Operations.
  • Require strong interpersonal skills and close coordination with various business partners in order to achieve good working relationship and prompt execution of completion.
  • A strong team player and capability to work independently and self-driven, proactive and taking ownership.
  • Good balance of strong analytical skills with people management skills.
  • Should be able to work well under pressure to meet tight deadlines.
  • Lesser experience will be considered as Assistant Payroll Outsourcing Manager.

This is an excellent opportunity to upgrade your skill sets in learning Payroll System Migration; managing Payroll Admin Team with Headcount recommendation or termination of non-qualified staff.  A real Manager role (not title as Manager only)!

In addition, our Company aims for work-life-balance working style.  Compensation leave will be provided for staffs OT for later than 8:30pm.
